SNAP focuses on stabilizing our neighbors, providing them with their basic needs, and equipping them to exit poverty. Our Financial Access department focuses on preparing our neighbors to thrive by providing financing and consulting services to entrepreneurs, small business owners, and families. Through loans and consulting, the financial stability team contributes to building new and strengthening existing businesses, creating additional employment, and rehabilitating and creating home ownership.
I am grateful to have SNAP Financial Access as an important part of the SNAP family. Karen Campbell
Director of financial Stability
About Karen
A former entrepreneur, Karen Campbell is the Director of Financial Stability at SNAP Financial Access (SFA). A graduate of Pennsylvania State University, Karen offers twenty years of business ownership experience and is highly experienced in managing grant compliance and program outcomes, including SFA’s business lending department. Ms. Campbell advises numerous local projects including social enterprises, coordinates all client finance, homeownership and business development educational opportunities along with managing donor and partner funding and engagement. She specializes in providing technical assistance to increase clients’ business sustainability while accessing hard to find capital for first time borrowers.

Jen leads a team of HUD certified Housing Counselors and is an experienced manager with many years of experience in lending, mortgage default counseling for homeowners facing foreclosure, mediation, sales, marketing, collection, reporting, grant writing and marketing. A former owner of a mortgage brokerage, Jen also has worked as a branch manager of a consumer finance company and has experience in customer service, originating loans, evaluating security, processing and closing residential and consumer loans. She and her team are dedicated to the clients they serve and adjust work schedules to meet client needs and CDFI goals.

Horacio Garcia

About Horacio
Horacio is a dedicated advocate for empowering others through business mentorship and strategic guidance. Passionate about serving and helping communities, Horacio brings a wealth of expertise to his role at SNAP Financial Access as an SBA Technical Assistance Small Business Technician.
Horacio holds a Bachelor’s degree in Industrial Engineering from the University of Costa Rica and an MBA from INCAE Business School, where he developed a solid foundation in business management. He later specialized in Branding at the Kellogg School of Management at Northwestern University, enhancing his ability to support businesses in building strong, impactful brands.
With over 15 years of experience as a Business Manager for medium and small businesses, Horacio has honed his skills as a subject matter expert in branding, strategic planning, and business management. His background includes managing the import and export of both commodities and finished products, further enriching his understanding of global markets. During the pandemic, he served as a Project Manager in the logistics industry, leading initiatives in a 3PL company.
In addition to his professional roles, Horacio has dedicated the last five years to mentoring emerging business owners as a certified volunteer with SCORE. His bilingual abilities in English and Spanish allow him to reach a diverse range of entrepreneurs, making a difference in their journeys toward growth and success.
